The new Regional Behavioral Health Network was
designed and implemented through a collaborative effort between Sarah
Bush Lincoln Health Center (SBL), Coles County Mental Health Center
(CCMHC) and the Human Resources Center (HRC) of Edgar and Clark counties.
Many employees from the partner organizations were involved in the research
and planning of this venture.
Some research results were:
- Clark, Coles and Edgar counties face a federal health professional shortage area for mental health services.
- One-third of the approximately 90,000 residents live at or below 200 percent of the federal poverty level.
- Estimates in excess of 3,000 calls are received annually.
In addition to the partner organizations committing financial and in-kind support, federal and state grant applications were submitted to help launch this project. Funding was received from the U.S. Department of Health and Human Services, Health Resources and Services Administration (HRSA) and from the Illinois Department of Public Health, Center For Rural Health.

- link immediately to the appropriate level of care
- improve quality of behavioral health crisis services
- improve working relationships among community providers
Additionally, a dedicated electronic network will be developed to aid in the provision of these services. The latest technology is being investigated for its usefulness, reliability, and confidentiality.
